argalia (project moon)

Argalia is the antagonist of Library of Ruina, the Blue Reverberation, a gentle-spoken but unsettling man who follows a twisted ideal of harmony. He has long flowing white hair, blue eyes and a blue cape over a blue jacket, black pants and white gloves, all trimmed in gold. He wields a large scythe, and artists frame him with an eerie calm smile.
