weather report

Weather Report is an inmate in JoJo's Stone Ocean who remembers nothing about himself, so he goes by the name of his Stand, which can bend the weather to his will. He is quiet, polite and quietly tragic. Artists draw him tall and pale with a distinctive fur hat crowned with small horns, a striped outfit, calm heavy-lidded eyes and clouds or rain swirling around him.
